His contribution consists in revolutionizing a system created more than 50 years ago.<\/p>\n<p>Bio:<\/p>\n<ul>\n<li>born in 1967 in Pite\u0219ti, Rom\u00e2nia<\/li>\n<li>he graduated National College \u201cIon C. Bratianu\u201d<\/li>\n<li>in 1992 he graduated from the Faculty of Aerospace Engineering, specializing in \u201cAerospace Engineering and Aerodynamics\u201d<\/li>\n<li>he begins his career as a researcher at IMFDZ (The National Institute for Aerospace Research \u201cElie Carafoli\u201d)<\/li>\n<li>contributed to the development of the \u201cAirNavigation\u201d program, within the Faculty of Aerospace Engineering<\/li>\n<li>understanding his vocation on the practical side of aviation, Eduard Porosnicu moved as AIS (Aeronautical Information Services) inspector in the Romanian CAA(Civil Aviation Authority)<\/li>\n<li>lacking contact with AIS during his university studies, he invested serious effort to learn AIS operations and PANS-OPS, self-taught as first, then sent by CAA for formal training at the EUROCONTROL institute in Luxembourg<\/li>\n<li>did training with the Project Management Professionals (PMP)<\/li>\n<li>Romania was one of the first East European countries to adopt new standards in aeronautical information and switch from paper to digital, to which Eduard Porosnicu had a significant contribution as CAA employee<\/li>\n<li>moving to EUROCONTROL in Bruxelles, Porosnicu takes the lead for the development of the Aeronautical Information Exchange Model (AIXM) and of the Electronic AIP (eAIP) specifications<\/li>\n<li>not very often in aviation, European ideas make their way to the United States; this time, they recognized the value of the AIXM development, which has become since 2003 a joint EUROCONTROL\/FAA project with goal to be adopted as an ICAO Standard<\/li>\n<li>since 2004, Eduard Porosnicu is leading the Digital NOTAM project, which will become operational in 2012<\/li>\n<li>in his career, Poroscnicu was member of many technical aviation committees, such as the ARINC 829 WG (Open Navigation Database Exchange), the EUROCONTROL Aeronautical Information Services Technical Sub-group which he chaired, etc.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>NOTAM (Notice to airman) is the primary means of informing the pilots, controllers and dispatchers regarding traffic restrictions or closed taxiways. Before, NOTAMs used to be distributed as aeronautical information publications, having a limited validity. \u201cThe content of a NOTAM report consists of mostly free text which cannot be processed by a computer outside the various ICAO-certified codes. 18.000 NOTAMs are valid at the moment you\u2019re reading this article, and 20-25 of them are going to be updated or cancelled in the next hour.\u201d<\/p>\n<p>Engineer Poro\u0219nicu is the one who understood the importance of automating this system, as aviation relies on accurate and real-time data. Currently, there is a growing trend regarding the transition from the classically printed information to the online medium of manuals, diagrams and flight schedules. The aim of digitalizing the NOTAM data is to optimize air routes, as well as to improve flight safety by avoiding dangerous or restricted areas, which may change after the take-off.<\/p>\n<p>Furthermore, besides promoting the NOTAM-type data (NotamX) online, engineer Eduard Poro\u0219nicu is also the one helping to develop the programming language capable to interpret the specific parameters. The solution was found using AIXM(5), a program built through the joint effort of EUROCONTROL and the Federal Aviation Administration of the United States.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/i.imgur.com\/KBT3l7L.png\" alt=\"\" \/><\/p>\n<p>AIXM(5)(Aeronautical Information Exchange Model)<\/p>\n<p>It is made up of two main components. One of them concerns the concepts found in the aeronautical information field, using classes of elements, attributes and the relationships between them.<\/p>\n<p>This component is also called the Aeronautical Information Conceptual Model (AICM). AICM represents a starting point for designing the AIS (Aeronautical Information Service) databases. The second component is derived from AICM and concerns the way in which information must be coded in a format which is easily transmittable electronically between two computers and uses XML(Extensive Mark-Up Language) as the communication language.<\/p>\n<p>\u201cThe Aeronautical Information Exchange Model (AIXM) is a specification that enables the encoding and the distribution in digital format of the aeronautical information. Although the term \u2018aeronautical information\u2019 might sound relatively generic, it clearly links AIXM to the ICAO Annex 15 \u2013 Aeronautical Information Services, which defines the information that ICAO contracting states have to provide internationally. This is also the primary scope of AIXM, which aims to support the transition from what is frequently referred to as \u2018the current paper-based AIS system\u2019 towards a more efficient and more capable Aeronautical Information Management (AIM) system, based on digital data exchange.\u201d<\/p>\n<p>\u201eAIXM was originally developed by Eurocontrol to meet the needs of the European AIS Database (EAD). EAD is a central repository of quality assured data which enables the participating states to co-ordinate their aeronautical information updates, to produce and to distribute their AIP charts and NOTAM messages. Currently 40 European states are participating in the EAD operations, the objective being a full migration of all states that are members of the European Civil Aviation Conference (ECAC).\u201d<\/p>\n<p>\u201eHowever, the business case for computer-interpretable NOTAMs is not primarily based on benefits which will accrue on board aircraft. In the short term, it is unlikely that the avionics of the aircraft flying today will integrate automatic xNOTAM processors. In the short term, the most radical improvements brought by computerinterpretable NOTAMs are likely to occur in the content and layout of preflight information bulletins (PIBs) and perhaps in the way in which the preflight information is delivered\u201d<\/p>\n<p>\u201cDigital NOTAM<\/p>\n<p>While most of the aeronautical data contained in AIP, charts and other publication of lasting character is available in digital format, the sudden and short lasting changes to the aeronautical environment are still published as text \u201cNOtice To AirMen\u201d (NOTAM). A NOTAM variant, called SNOWTAM, contains data about the airport surface contamination with water, snow or ice in winter conditions and about the friction coefficient. NOTAM and SNOWTAM are intended to be read by pilots, controllers and other operational personnel involved in flight operations.<\/p>\n<p>As NOTAM and SNOWTAM contain information that is needed by automatic flight planning, pilot briefing, flight support and management systems, there is a stringent need for this information to be available in formats suitable for direct use by computers. This is partially achieved today through the manual encoding of certain NOTAM by commercial service providers and airline operational centres. However, this is an expensive, inefficient and error-prone process which covers only a small part of the almost 800,000 international NOTAM published every year world-wide. Full digital use of the NOTAM and SNOWTAM information requires that the data is originated and published directly in digital format, not reprocessed later in the data chain.<\/p>\n<p>Therefore, the Digital NOTAM concept was developed jointly by Eurocontrol and the FAA, based on AIXM version 5, involving the international AIS community and in close cooperation with end users, in particular industry and airlines. A Digital NOTAM is a small data set, made available through more advanced communication networks (such as AMHS and TypeX). It is intended to be read and processed by automated systems, which in turn will convert it into text and graphical formats for presentation to humans. Digital NOTAM can be used, for example, in order to present an updated airport chart to the pilot or to the air traffic controller, containing graphical depictions of the work in progress areas, closed taxiways or runways and temporary obstacles. A Digital NOTAM might also trigger automated actions, such as determine procedures impacted by the unavailability of a navaid.<\/p>\n<p>In Europe, the Digital NOTAM implementation is planned to start by 2012, towards an initial operational capability. As result of business case analysis, an incremental implementation was selected as the most costeffective approach. Some event categories, such as airspace reservations, airport\/runway closures, temporary obstacle etc. will be implemented in the first step. Una dintre ele descrie conceptele domeniului de informa\u021bii aeronautice prin intermediul claselor de elemente, atribute \u0219i al rela\u021biilor dintre ele. Aceast\u0103 componenta este numit\u0103 \u0219i Model Conceptual al Informa\u021biilor aeronautice(AICM). AICM este utilizat ca baz\u0103 pentru designului bazelor de date AIS(Aeronautical Information Service). Cea de a doua componenta este derivat\u0103 din AICM \u0219i descrie modul \u00een care trebuie codat\u0103 informa\u021bia \u00eentr-un format care poate fi transmis prin mijloace electronice \u00eentre dou\u0103 calculatoare \u0219i foloseste XML(Extensive Mark-Up Language) ca sistem de comunicare.<\/p><p>\u00a0<\/p><p>NOTAM digital<\/p><p>\u00cen timp ce majoritatea informa\u021biilor aeronautice cuprinse in AIP, grafice \u0219i alte publica\u021bii de durat\u0103 sunt disponibile \u00een format digital, schimb\u0103rile bru\u0219te \u0219i de scurt\u0103 durat\u0103 ap\u0103rute \u00een mediul aeronautic sunt totu\u0219i publicate ca text \u201cNOtice To AirMen\u201d (NOTAM). O variant\u0103 a NOTAM, numit\u0103 SNOWTAM, con\u021bine informa\u021bii despre contaminarea pistelor de aeroport cu ap\u0103, z\u0103pad\u0103 sau ghea\u021b\u0103, \u00een condi\u021bii de iarn\u0103, \u0219i despre coeficientul de frecare la aterizare. NOTAM \u0219i SNOWTAM sunt destinate pilo\u021bilor, controlorilor \u0219i altor membri ai personalului opera\u021bional implica\u021bi \u00een opera\u021biunile de lucru aerian.<\/p><p>\u00centruc\u00e2t NOTAM \u0219i SNOWTAM con\u021bin informa\u021bii necesare pentru planificarea automat\u0103 a zborurilor, informarea pilo\u021bilor, sprijinul \u00een timpul zborului \u0219i sistemele de gestiune, exist\u0103 o nevoie stringent\u0103 ca informa\u021biile respective s\u0103 fie disponibile \u00een formate adecvate utiliz\u0103rii directe pe calculator. Un NOTAM Digital este o serie de informa\u021bii de dimensiuni reduse, transmis prin intermediul re\u021belelor de comunica\u021bie mai avansate (precum AMHS \u0219i TypeX). Poate \u0219i un pic de tradi\u021bie in familie - un unchi care a fost pilot, tata care a f\u0103cut un pic de planorism in tinere\u021be. La 10 ani m-am \u00eenscris la un club de aeromodelism si deja prin clasa a 8-a \u0219tiam c\u0103 vreau sa urmez Facultatea de Aeronave.<\/p><p>2. Ce \u00eenseamn\u0103 pentru dumneavoastr\u0103 AIXM si cum v-a schimbat at\u00e2t via\u021ba personal\u0103 c\u00e2t \u0219i cea profesional<\/p><p>E adev\u0103rat ca AIXM este in multe privin\u021be in centru vie\u021bii mele profesionale si c\u0103 mi-a influen\u021bat \u0219i via\u021ba personal\u0103, cel pu\u021bin prin faptul c\u0103 lucr\u00e2nd la proiectul AIXM am fost angajat la Eurocontrol. Dup\u0103 terminarea faculta\u021bii \u00een 1992, am lucrat ini\u021bial la Institutul de Mecanica Fluidelor \u0219i Dinamica Zborului (IMFDZ). In 1994 am fost atras de un fost coleg la nou infiin\u021bata Autoritate Aerionautic\u0103 Civil\u0103 Roman\u0103 (AACR) pentru a lucra in serviciul AIS.<\/p><p>Prin AACR am avut oportunitatea de a urma un curs de proiectare de proceduri de naviga\u021bie aerian\u0219, pe care \u00eel consider \u0219i ast\u0103zi elementul cheie care mi-a permis mai tarziu s\u0103 intru \u00een echipa care a creat AIXM-ul. Proiectarea procedurilor de naviga\u021bie necesit\u0103 cunostin\u021be detaliate despre sisteme de navigatie, comunica\u021bii, controlul traficului, etc. att la sol cat \u0219i la bordul avionului. A in\u021belege cum se proiecteaz\u0103 \u0219i cum sunt folosite procedurile SID\/STAR\/Holding\/Approach \u00eenseamn\u0103 practic a in\u021belege la ce folose\u0219te informa\u021bia aeronautic\u0103 \u0219i cum poate fi modelizat\u0103 \u0219i digitizat\u0103.<\/p><p>In 1996 am fost inclus intr-o echipa delegata de Romatsa si AACR pentru a tine la zi baza de date cartografice (ASMAC) a Eurocontrol. Cunostintele de AIS si proiectarea procedurilor acumulate la AACR mi-au permis sa ma implic intr-un proiect care incepea la Eurocontrol - crearea unui model de date pentru baza de date AIS Europeana (EAD). Incepand din 1997 am facut practic parte in mod continuu din echipa care a dezvoltat initial un model conceput al datelor AIS si mai tarziu primele versiuni ale modelului de schimb de date (AIXM). In 1998 am fost angajat la Eurocontrol unde lucrez si in prezent. AIXM-ul este si in ziua de astazi in centrul activitatii profesionale, inclusiv prin proiectele derivate din AIXM \u2013 NOTAM digital, AIP electronic, graphical pilot briefing, etc.<\/p><p>> 3. Crede\u021bi ca \u00een viitor prin intermediul AIXM sau al altui program, \u00eentregul con\u021binut liber va fi integrat \u0219i inteles de software-ul de la bord?<\/p><p>AIXM-ul a fost creat pentru aplicatii\u00a0 \u201cla sol\u201d. Sistemele de la bordul avionului folosesc in general formate binare si optimizate in functie de specificul aplicatiei. Cred ca pentru multi ani vor continua sa existe standarde diferite pentru formatele de date utliizate la sol si cele utliizate la bordul avionului. Motivele nu sunt atat de mult de natura tehnica, cat mai ales comerciale. Din punct de vedere tehnic, se poate imagina un standard universal pentru codarea datelor aeronautice, care sa fie folosit atat in aplicatiile la sol cat si in aplicatiile de la bord. Dar orice astfel de initiative risca sa afecteze interesele comerciale ale diferitilor actori implicati in filiera care colecteaza si furnizeaza datele aeronautice.<\/p><p>Cred ca AIXM-ul va fi treptat utilizat si pentru aplicatii de tip \u201cawareness\u201d la bordul avionului, pe dispozitive Electronic Flight Bag (EFB). Dar applicatiile critice pentru navigatie, ca de exemplu Flight Management System (FMS), vor continua pentru multi ani sa lucreze cu formate binare specifice fiecarei platforme.<\/p><p>> 4. Care aproxima\u021bi c\u0103 este anul \u201cavionului online\u201d moment in care actualizarea datelor va permite o nou\u0103 revolu\u021bie in domeniu?<\/p><p>Avioanele de transport care ies acum pe poarta fabricilor sunt practic conectate \u201conline\u201d cu serviciile operationale ale companiilor aeriene. Nu cred ca ar trebui sa fie un scop in sine in a permite actualizarea mai dinamica a datelor din sistemul ATM. Siguranta operatiilor aeronautice se bazeaza pe planificare si previziune, in cele mai mici detalii. Un sistem prea dinamic reduce semnificativ capabilitatile de previziune si planificare. Cred ca va fi o evolutie lenta in continuare spre o conectivitate crescuta intre sistemele de la bord si sistemele de la sol. Dar o vad mai curand ca pe o evolutie decat ca pe o revolutie.<\/p><p>> 5. Care este p\u0103rerea dumneavoastr\u0103 despre viitorul industriei aeronautice, dar mai ales despre viitorul industriei aeronautice rom\u00e2nesti?<\/p><p>Cred ca industria aeronautica traditionala si companiile aeriene vor trece in curand printr-o criza de imagine, legata de efectul pe care il are aviatia asupra mediului si asupra societatii. Nu este vorba numai de impactul direct pe care il au emisiile motoarelor, zgomotul si alte efecte directe ale unui avion. Aviatia comerciala este varful de lance al globalizarii. Este mecanismul care permite ca un trandafir taiat azi in Kenia sa fie vandut peste doua zile in piata din Brasov sau o rosie produsa in Franta sa ajunga a doua zi in Singapore. Este si mecanismul prin care o epidemiile locale pot deveni in cateva zile o criza sanitara la nivel mondiala sau prin care un parazit care efecteaza plantatiile din Sri Lanka poate ameninta cultura de cafea in Columbia. Viitorul industriei aeronautice traditionale va depinde de raspunsurile pe care societatea le va gasi la aceste probleme. Cred ca vom asista la o schimbare semnificativa a modului in care sunt proiectate avioanele de transport, cu accent pe reducerea impactului asupra mediului si imbuntarirea confortului pasagerilor.<\/p><p>Pe termen scurt, cred ca vom asista la o adevarata explozie a ceea ce s-ar putea numi \u2018aviatia de proximitate\u2019 \u2013 tot ce poate fi transportat prin aer pe distante scurte, pana la cel mult 50 de km si in principiu cu motoare electrice. Este vorba de drone folosite in scopuri comerciale, activitati de aero-taxi cu sau fara pilot, aparate hibride masina-avion, etc. Zborurile pe distante scurte, mai ales in mediul urban, necesita o cantitate enorma de date si o precizie a traiectoriei care ies din tiparele aviatiei comerciale actuale. Oportunitatile pentru noii veniti sunt imense, pentru ca este o piata complet noua, cu costuri de dezvoltare mult mai scazute decat pentru aviatia traditionala.<\/p><p>In ceea ce priveste viitorul industriei aeronautice romanesti, cred ca putem fi optimisti. Avem o traditie aeronautica solida, o industrie aeronautica care incepe sa se refaca dupa o perioada de criza si scoli de aviatie si inginerie aeronautica care atrag tineri talentati spre acest domeniu. In plus, Romania este un furnizor recunoscut de specialisti in informatica iar aviatia moderna depinde in cel mai inalt grad de sisteme informatice si de automatizare. Cred ca vom auzi in urmatorii ani multe povesti de success ale firmelor din Romania in domeniul aeronautic.<\/p><p>> 6. \u0218tiind c\u0103 sunte\u021bi unul dintre oamenii care au sus\u021binut \u00eenfiin\u021barea sec\u021biei de Air Navigation \u0219i sunte\u021bi \u0219i profesor ce sfaturi de viitor ne pute\u021bi oferi?<\/p><p>Un singut sfat, sa incercati sa fiti profesionisti in ceea ce faceti \u2013 in modul in care invatati, in modul in care abordati un proiect, in modul in care va pregatiti pentru o cariera in aviatie.
